Doctor Billy Boltavolt is a mad scientist on Zargon and creator of many evil inventions. He has a crush on Selena, which she doesn't share. Because of the superheroes thinking of him as inferior for not having superpowers, he created a hypnotic beam to control the minds of the heroes and steal their powers. He used the stolen powers to create the Universo Mecha to destroy Zargon. An inferior Universo version was destroyed and he accidentally launched rockets that hit Selena's sub seemingly killing her in the process. The stolen powers that were in the smaller Universo was absorbed by Selena and she was revived as the ultimate superhero Starstorm. Still , he didn't abandoned his plans , as he had a galactic-sized Universo, many times bigger than the planet itself. Still , it was destroyed by the hero.
Much later, Billy allied himself with the ShadowScythe in order to aquire technology he needed for an improved version of his power-stealing device. He used this to drain Starstorm of her powers, reverting her back to Selena, and absorbing them as his own. In an alternate timeline, the unstable powers caused him to detonate, destroying Zargon. However, thanks to a wormhole, the hero was able to travel back before Zargon's destruction and intervene. The hero warns Billy about his unstable powers and what will happen and convinces Billy to do the right thing. Billy leaves Zargon and detonates out of range of the planet, destroying most of a ShadowScythe fleet in the process.

Dr. Voltabolt is the alias of Doctor Boltavolt. He made use of BlindQuest 2009 to have a date with Starstorm. He asks the hero to compose for him a love letter. If the letter is bad, the date goes wrong, and Doctor Voltabolt blames the hero for the failure. If the letter is good, the date goes well, and Doctor Voltabolt wants to dispose of the hero.
